is among eight people killed by a u.s. drone strike in pakistan. as you probably know the obama administration has stepped up the use of drones overseas to target suspected terrorists. president obama's nomination of john brennan to be the next cia director suggests that trend is likely to continue. brennan, a strong proponent of drones as the president's chief counterterrorism advisor. for more on how the u.s. drone program works let's get to chief washington correspondent james rosen. he is live for us at the state department. james? >> reporter: jon, good morning. this program presents a consistent headache for the diplomats in this building and who must frequently contend with complaints from afghan and pakistani officials who say these drones all too often wind up killing innocent civilians instead of terrorists the drone program is one of the national security initiatives that president obama inherited from the bush administration and one which the current commander-in-chief has dramatically expanded. for all his criticism of president bush during the 2008 campaign over hi

in afghanistan scenario? >> reporter: hi, martha. all the obama administration will say is it is an option, a possibility, something they're looking at but clearly they're signaling to afghan president hamid karzai that the days of tens of thousands of u.s. troops in afghanistan, we have 66,000 there now, are coming to an end. >> the u.s. does not have, again, an inherent objective of x number of troops in afghanistan. we have an objective of making sure there is no safe haven for al qaeda within afghanistan and making sure that the afghan government has a security force that is sufficient again to insure the stability of the afghan government and the denial of that safe haven. >> reporter: sources tell fox that the white house is looking at troop levels below 10,000 by the end of 2014. just a year ago there was talk it would be more in the 10,000 to 30,000 troop range but that apparently has changed significantly. presidents obama and karzai will meet on friday to discuss this and other issues including the thorny issue for legal immunity for any u.s. troops that do remain behind. karzai

to hold talks with barack obama. we have more from washington. >> u.s. troop levels, u.s. financial aid, and political support for the afghan central government. those are some of the key issues dominating the agenda as hamid karzai continues his visit to washington. he has already met with leon panetta to talk specifically about the u.s. forces that would be necessary after the official end of the war of the end of 2014. the question will be what kind of responsibility will the troops have and what kind of legal protection will they have to carry out their mission. one thing the u.s. is keen to improve as the afghan security forces are capable of providing for national security across the country, but there are some critics who suggest this may be optimistic talk, given one out of the 23 decisions, just one is capable of carrying out of this sort of security without support and guidance from the u.s. or allied forces. the other 22 still need a lot of training. they still have problems with troops going a wall, aw -- going awol, and they still have problems with the taliban. the u.s. do
